History of District 9
Not much is known about the involvement of District 9 in the First Rebellion. However, starvation in the Capitol was common during the Dark Days, as Coriolanus Snow recalls in ‘The Ballad of Songbirds and Snakes.’ This might have happened when District 9 began rebelling, causing a shortage in the supply of grains to the Capitol.
District 9 rose in arms during the Second Rebellion as well. As such, it most probably caused starvation in the Capitol once again.
During one of Peeta Mellark’s interviews, where he condemns the war damage caused by the rebels, footage of a granary collapsing under fire is shown. This footage might have come from District 9.
